hey just wanted to check in. this sounds exactly like a problem that i tried multiple multiple things to fix. (multiple things and multiple threads started here)
I never figured it out UNTIL i got rid of this old wifi nic that I had in the system.
Thought I had a bad PS, thought it was RAM, thought it was the clocks, cpu settings, everything I went through with different results everytime.
I would think I fixed it and it would hiccup and stutter and bluescreen.
I got rid of the WiFi nic and I've had absolutely no problems since. Running a different WiFi adapter when I need to use WiFi.
The Wifi Nic being the culprit to my problem was literally the least likely thing in my mind. Turns out it was the problem. I never figured out WHY, just that it was.
