Unless a citizen called in or another officer witnessed prior speeding and was able to give the plate then it's unlikely that the ticket would hold up. If I had to guess I'd say there there's something else at play here, but if it happened exactly how the story is told it would appear to be unjust at face value.
Signing the ticket simply means that you agree to appear at the specified court date or take care of the fee prior to it. Refusal to sign the ticket doesn't mean you don't accept the charges, it means you're saying that you won't show up for court, thus you can be arrested.
The best thing to do if you truly believe the citation is unjust is to be polite, cooperate, sign the ticket, and show up to court prepared. Being uncooperative or sarcastic or anything of the sort is just going to make things worse.
