i7 4790k always running above 4 ghz

Hey guys, my i7 4790k is constantly running above 4ghz. I tweaked some settings that I don't remember and it has been stuck at this frequency for ages. I have a few questions about this,
1. Will this affect my CPU in the long run? Its running at 33-36 degrees idle and maxes at 68-72 degrees.
2. How can I set it back to default where when there is little load the speeds goes down to say 1 ghz or something and when there is load it comes back up to whatever its max frequency is.
3. I have a maximus VII ranger.

Any help would be appreciated.

1. Check Speedstep is enabled in the BIOS
2. Make sure you're on "Balanced" Power Setting in Control Panel -> Power Options. "High Performance" disables it (without really increasing performance).
3. Make sure there's no malware in the background that's loading it.

What software are you using to view the frequency?

Guys thank you so much for the help! I had power options to High performance, put it back to balance and its back to normal.

Now I have another issue, my turbo boost isn't coming on when i run prime95. It maxes at 4 Ghz.

I'm using various software's to view frequency, Aisuite 3, Real Temp, windows task manager!

Make sure it's enabled in the BIOS? Setting it to balanced (which is the Windows default) shouldn't disable Turbo Boost.

Edit: Being a "K" chip, what happens when you manually set the multiplier to 44x in the BIOS?

What are your temps while running Prime95? If they reach 100ºC turbo boost won't engage. Check with Real Temp.

I reset my bios to optimised, and turbo boost came on. Although now with prime 95 temps go as high as 80, whereas previously they would max at 70-75.
I'm using a corsair H55 cpu cooler. Is this worrisome?

Edit: as soon as I decrease ratio to 41 which I'm guessing is the multiplier, they go down to 72 max.

80c under Prime isn't too bad as temps under most real world apps are typically lower than Prime. You could always leave it at 41x if you feel safer / for a cooler / quieter rig (knowing you've got another 7% in reserve). Either way, it should draw a lot less power when idle now.

Someone with an "i7-4790K firsthand experience" should start a thread about this processor.

It seems that a simple default installation with the motherboard on its "auto" settings really over-volts these processors. Tell me if I'm wrong.

You wouldn't know it unless you were fooling with the BIOS as preparation to over-clocking.

Otherwise, the Devils Canyon seems to run hot. At least -- that's what I've gleaned from threads over the past few months. Sure -- the dies size is less, but the TDP is around 88W.

Anyone who just naturally assumed that the stock-speed and auto setting would give the lowest voltage for that speed or something close -- they'd just miss it. At first, anyway.

Maybe we should collect data on 4790's stressed under stock conditions, with a report of voltage, temperatures and cooler make/model.

Not sure why as i had mine under a water block but mine ran hot, Not sure if it was the motherboard or me or what. But it did over clock like a bat, but I took mine back. I have a 3770K which clocks well and can pretty much do the same thing, plus i own it already.

Anandtech currently has posted on the home page a review of a Maximus VII Impact ITX motherboard. Tests were run with a 4770K. There's a table of results -- with temperatures and voltages. First row of the observations: the default voltage is almost as high as for deliberate OC's between 4.3 and 4.4.
