So my i7 920 is sitting at 3.8 ghz prime95 stable with stock voltage.
Idle: 46C
Load (prime 95): 70C
Ambient: 30C
Is this OK?

That's about an average CPU temp actually. Try LinX 6.0 to see where it goes. It's rather unrealistic to believe any real world application would push the CPU this far but it's a good "absolute worst case scenario" for processor operation.
