The president is in charge of carrying out the laws and he is allowed to do so with the resources that he is given, he is given the power of priority. If you want him to follow the law down to a T, either he needs the resources to do so or you have to write better, more precise laws.

Quite the coincidence that the Obama administration was soliciting bids from vendors for the transportation of 65,000 illegal immigrant children back in January. Yes, the law will not allow for deportations without some process for children that the regime solicited to come here - niiice.
