Obviously you can still harm, but it would objectively make things safer, both for others and for people using a knife. I am very familiar with the Golden State killer/rapist case, living in the SF Bay Area and having followed this. Good instance of them using DNA to cast a net and getting the perp by him being related to someone IDed through DNA. That guy was very good at avoiding being arrested because he'd been in law enforcement, knew what to do to not be easily caught.
