It's possible that you're visiting a site that's promoting "fraudware," yeah. They're very, very common.
If I understood your first sentence correctly, you'd like to blacklist those fraudware scam sites. There's no perfect approach to that. As a starting point, you could try
Spybot Search & Destroy, which can "immunize" against known sites... but more are constantly being created. You'll need to update and re-immunize periodically, or else schedule Spybot to do that itself.
Also consider updating to IE8, and enable the SmartScreen filter by clicking Safety > SmartScreen Filter > Turn On SmartScreen Filter. This enables filtering of known malicious sites. Again, not a perfect solution, but a help.

this narrated video will show you how to shut down scripting on all sites you haven't explicitly whitelisted by adding them to Trusted Zone. Very powerful, but also a double-edged sword that will take some work on your part to maintain usability of the sites you do want to use in a normal fashion.
