Once the outside world found out about the zombies, they would nuke most of the mainland to prevent if from spreading, but not CA since they'd have a cure.

Yes, but the far western edge of Texas (El Paso) isn't very far. El Paso is south of about the center of New Mexico.

New Mexico is a pretty lame state, and Texas could kill it very quickly. A one state gap isn't that big... but of course, California does have a head-start at taking it.
