asphalt is not cement. Which one?

Amd for cement you would need a very strong acid. Easier to break it and then haul away.

Can't break it, too much noise. This must be done discretely. Honestly I'm not sure if it's cement or asphalt...sooo.

 what are you destroying?

around 24 inches of 2 seperate speed bumps.

Who owns the pavement?

No chemical is easily going to destroy it.

Paving compaines use backhoes or jack hammers to remove such items.

Destroying public propery will generate you a bill for repairs and possibly a visit by PD
This is not something that you can do descretely in a couple of hours of weeks.

I co-own it, and I am destroying a chunk big enough for my motorcycle to pass through, cars will still be forced to "BUMP". I dislike how my bike falls onto it as if it were to break in half, and walking over them is just a pain in the ass and gay. It's a pretty fat bump, very unecessary, I would provide pics but stalkers would figure out my location and tuch my special spots.

If you're looking for a chemical solution to removing asphalt then Amused already provided the answer. Fire will melt the asphalt. However, unless you are willing to pay for a big chunk o' propane, this ain't happening for you.

If you don't want folks to be suspicious steal a couple traffic cones and buy a cheap hard hat and safety vest and work out in the open like you're supposed to be there. Anyone calls you on, shrug and say "They told me to take out this speed bump, so I'm taking out this speed bump."

That's a good idea man, I'm going to get a friend to pretend he's a worker and pwn that shit. A yes, the powerful minds of ATOT.

And wow, look at all these lawyers here.

"OMG, WHO OWNS IT< WHO OWNS IT< OMG WE MUST DEFEND THE WORLD, OMG, LULZ LULZ LULZ LULZ"

Relax, I won't smash apart your speed bumps. Take a chill pill.

Cement: a mixture of limestone, clay, and gypsum that has been heated to chemically transform the materials. Cement reacts with water, and after it dries, retains its strength even when re-exposed to water.

Concrete: Aggregate (sand/gravel/small stones) held together by cement

Asphalt: Aggregate held together by bitumin (material left over after the vacuum distillation of crude oil, aka "the bottom of the barrel")

Very strong acids may be able dissolve cements (and by extension, concrete). Dissolving asphalt will require dissolving the bitumin. A very strong solvent may work (ortho-xylene).

Sweet man, can I get that at Home Depot?

My old college built a speedbump that was WAY too high (as in, even if you came to a complete stop and crawled over it most cars would scrape...even the president of the college would drive around it). Their cheapo solution was just to wait for winter, when the incompetent snowplow driver would whack it enough times to scrape it down to a reasonable size. I'm sure that many car exhaust systems also helped level it out a little.

1) Large old satellite dish
2) Lots of mirrors, or maybe a sheet of aluminized mylar.
3) Turn it into a giant reflector dish.
4) Wait for the proper angle of the sun, and direct a beam of searing heat at the speed bump.
5) Turn your new solar death ray on your neighbors.
6) Enjoy crispy Jones and Smith jerky.

Anything that will dissolve it will also fvck over the environment. Really shitty idea!

Light oils and acids that will dissolve asphalt are a hell of a lot nastier than the road itself. It would make a nasty ass mess that the OP would not clean up.
