I think it means that the accusation doesn't have anything to do with some dilemma no matter how you slice it. but it's been a while since my sats and I'm not 100% sure I remember what allocution means.

Decision to terminate "x" has nothing to do with root cause of the problem "x" poses, no matter how you look at it.
