... does that mean states have the right to allow green card holders to vote for state level and lower ranked offices, like governor and lower? Seems to me this would be the only way to keep blue states blue, and that too in a legal manner.

There is nothing in the Constitution that says non-citizens can't be franchised.

Would be a laugh riot, and the Supreme Court would probably get the final say of course.

Texas' only concern as well as any other Repub controlled states is that our voting rights laws at the federal level prevents them from rigging their elections even worse than they are now. The Repub's worst enemy at the moment is our own Constitution, our Bill of Rights and the Rule of Law both documents represent.

The basic tenets of Majority Rule is what the Repubs are waging war against. It is one of the cornerstones of what having a democracy is all about. This is what the Repubs are trying to demolish and rebuild into a quasi-democracy that has the mere appearance of legitimacy while in reality will take the form of a very naked and strictly controlled fascist/plutocratic state.

Non citizens can vote in some areas special reasons. They cannot vote at all anywhere for any federal office.
