How do you get a permit to carry a concealed handgun? Are you FBI or something? Anyone know the circumstances?

No, it just refers to the ban on high capacity magazines. 17 shot capacity mags are only for LEO/Military now, unless you bought the mag "pre-ban".

You can still get those magazines all over the place.
