they probably sound like most tower speakes in this price range. definitely good enough for most 'mp3 quality' audio that most of us have handy, or the sound you get with compressed or streaming movies, and a heck of a lot better then any home-theater-in-a-box type stuff, but you certainly can go a lot higher in clarity then what these can do.
38hz-25khz is an acceptable rating, and its hard to tell how speakers sound just by those numbers, but generally the 38hz rating means its loud at 100hz and trails off fast, and 25khz high end means a nice clean sound but still quite a ways from being crystal clear. they also have a max 200w power rating, which by looking at how many cones are in each tells me they are probably pretty weak at best. the sort of stuff that lasts for about 10 years at most, then cones start to fry out because they are made so thin... of course it all depends how you use them too.
i forgot to mention the crossovers in these are going to be extremely simplistic and likely somewhat limiting the overall sound too. like i said, for $200 this pair of towers is worth it just for the enclosures. use them for awhile as they come, then when the warranty runs out and you want to upgrade just replace the cones in these and hold onto your ears.
