If you select "Credit Card" as a funding source with paypal it won't work

Terms of service does not shield companies from misleading practices. Paypal most definitely knows this as of late.

2.3 is also contradictory in and of itself.

I used to have 1 paypal for making purchaes and receive money, now I have learned to separate them.

one time, I made a purchase for $1200 on a laptop on a CC via PP. I have received money greater than that before the transaction was completed and promptly move it to my checking account. It didn't matter, paypal saw funding in the account, they reversed the charge on my CC and tried to take money from there. There was no money because I withdrew it so they went to my checking account to take it.

of course, my checking account didn't see the cash until 3-4 days later, and my balance I had there was about $30 less than the purchase amount. my bank rejected PP and charged me $25 NSF. I was so pissed off. I quickly called a friend to deposit physical cash into my checking account at a branch so I'd enough money for PP to take.

PP would do this 3x before they go back to the backup funding source. It was just fucked up.

I had to pull similar feats of ninja cash depositing when a pre-approved payment pulled from an account I was no longer using. I had moved cross country and was no longer actively using my credit union checking account. I had transferred out basically everything in the account leaving ~$5 behind.

When the paypal subscription hit there was no warning of "Hey you scheduled this thing a year ago, it's about that time and here's the source we're going to try first". They just did it. I had to have my parents who still lived locally put in $10 to cover the $12 pull that was about to hit the account.

Logging in to PayPal now (with no bank account linked) makes it look like you MAY be able to set allowed funding sources for pre-approved payments but you have to dig to find it. A simple warning a week or so ahead would have been sufficient to avoid the situation, and I'm not really eager to re-link a bank account.

I wouldn't say that I HATE PayPal but at this point I only use them for credit card payments.

Anyone can have two Paypal accounts: a personal account and a Premier or business account. What you do is set up the two accounts as follows:
Personal account is for buying stuff. You can have up to four credit or Visa/MC debit cards connected to this account. DO NOT connect your bank account here. If you buy both personal and business things set up one credit card for personal purchases and another credit card for business purchases. An account balance will not develop here (unless you make an error of some kind)
Premier account is for selling stuff. This account is connected to your bank account. So payments come in and build up the balance--and from time to time you transfer this balance to your bank account.

Figured this deserved an update.

After not receiving any follow up or reference support ticket from my phone call I submitted a email via the website about 2 days after the original phone call. While the page promised a reply within 24 hours of submitting the mail, I didn't hold my breath and I wasn't disappointed.

This past weekend, much to my surprise however. I received 3 emails from Paypal. The first was a response to my email which had recapped what I originally described being the issue with their site, their practice and what occurred with the transactions. The agent had stated that my account would be credited with half of the total amount of what was overdrawn (which it was) to help cover the overdraft, and also two letters were sent (the other two emails) asking that my bank drop the overdraft fees on the transactions due to the errors on how they were processed.

Now I find it a little pretentious that Paypal is asking my bank to basically eat overdraft fees on their behalf, but whatever. Paypal actually did more than I expected them to in the first place at this point.

One thing they did NOT address is whether or not anything will be done with the payment options screen when it comes to subscription payments or whether my request that this issue will even be escalated for any sort of review. My guess is it won't. Either way, it's amazing they even replied, let alone did anything about it.
