I'd force all institutions to be open like wikipedia or something, including the CIA.

Since most forms of official corruption have been legalized in the US he will have to propose legislation to fix the mess.

The US doesn't have huge issues with corruption. I'd place a corruption tariff on countries that do have significant corruption problems like India.

Certainly as a fundamental problem with this idea, it seems ridiculously impractical to run an intelligence organization like the CIA in a totally open manner. Sure, it might help expose corruption (MAYBE), but it also exposes all their methods and information to foreign counter-intelligence agencies. That sounds a bit problematic, no?

well, if I was President, I couldn't really do much because it's all so entrenched.

but if I was like Emperor of the USA for a month, I'd impose term limits on every office and a 10-year ban after leaving office on working for a company that relies on the government or government lobbying for most/all of its business.

It's not easy; it's doable. John Kennedy planned to have Robert lead a total overhaul of US intelligence that would have greatly helped this.

Harry Truman walked into the problem, signing the CIA charter with a small sub-clause that was turned into the primary mission, covert operations.

He said that needed to be fixed, too.

We should do this, but we need a very good president to choose to do it.

One issue Kennedy did address was the competing military intelligence groups, by creating the Defense Intelligence Agency.

Declare martial law, round up all members of Congress and the Supreme Court and ban them from ever holding office again.

Fire any civil service employee who was not hired through the standard hiring/recruitment system and have them re-apply for their jobs. Ban nepotism within the same Dept. and prosecute any and all elected officals and/or their agents who violate that rule.

Announce edicts that there will be Zero tolerance for corruption of all newly elected, appointed officials and any federal employees. Any person found guilty will be jailed for life, no exceptions.

Ban any and all lobbyists from setting foot in Washington DC. All lobbying will be done in writing and filtered through the Office of Gov't Ethics. Any lobbyist found violating the edict by directly communicating with any elected or appointed official, their agents and any other federal employee will be jailed for life for sedition and for attempting to corrupt a gov't official.

Give authority to the FBI, the Secret Service and the intelligence agencies to freely monitor the activities of all elected and appointed officials, and have all elected, appointed and hired federal gov't employees sign a waiver stating that they willingly give up their constitutional rights to enter gov't service.

All election campaigning for federal office will be financed through the federal gov't. All campaign contributions will be deposited in a special account and evenly distributed amongst all candidates seeking federal office on a scale commensurate with their office.

Give the Office of Gov't Ethics all the power and financing they need to sniff out and smother corrupt office holders.

Introduce term limits for all members of Congress, Justice and the Supreme Court with the idea in mind that the longer one stays in office the more corrupt they become.

Finally, resign myself from office and retire on a nice fat gov't pension.

edit - And just for the hell of it, require any and all elected, appointed or hired federal employee to serve at least two years in the military branch of service of their choice prior to holding any other federal job. HA!

But anyway, term limits, campaign finance/lobbying reform, repeal of corporate personhood, etc. etc. It won't happen though as the congresscritters would never agree to remove what keeps them in power. So in conclusion, stock up on lube.

I'd institute a of sort of audit group.

It would simply be the BS group. Their job would be to review current legislation and any pending legislation and say... hey, this is bullshit. I'm talking about laws that make no sense, and legislation that is magically included in unrelated legislation so that it passes without actually being voted on by anybody.

1) Pay key government officials more (i.e. the SEC) and institute more rigorous testing for those positions. This is what Singapore does and they have low corruption. They pay some of their government officials 7 figures (i'm talking US dollars). I guarantee you, you will see less revolving door bullshit at the SEC if you did this.

2) Slash the military budget by 90%
