Can you upgrade the Nuclear plants like you can the Hydro plants?

Yep. They upgrade twice, to large nuclear plants.

I only built one hydro plant and upgraded it to max.
Went straight nuclear after it.

I've never built it and always skipped straight to the Aluminum thingy.
Also discovered I've been wasting potential money and environmental score...
I now chop the 3 native bushes until it gets to about 55-65 wood, then turn them straight into National parks. Get an A in environmental, easy.
Is there anything in the water at all?
I've always been prospecting and saw nothing. Seems like a waste of time to do so.

There's gas underwater sometimes. The gas platform is expensive though.
I found I could get as good of scores if I went "all green" and didn't prospect/mine, didn't have a paper mill, nor aluminum smelter.
