I've always been prospecting and saw nothing. Seems like a waste of time to do so.

It's a bad idea to upgrade anything early in the game, since you pay for upkeep for it. There's usually gas/oil in the water, but it's too expensive to bother with in my opinion.

I found gas in the water.
It said something like "your scientists stopped playing WoW have discovered...blah blah"
I guess you can't find it normally through prospecting the waters.
$2k to build a freaking oil platform? The amount of oil under that isn't even worth that much.

I completely missed the upkeeping costs and didn't see them.

You can prospect the deeper waters, just not the shore areas.

It's a fun little game. I finally got a decent city going, ended with with 2.5million people (before I think the biggest I had gotten was 50k). Definitely don't even bother with hydro, just build nuclear as soon as you have a big enough population and income to justify it. Citizens will complain about it for a few turns but then it seems like they stop caring. I find that drilling oil and gas are poor sources of revenue, just stick with the paper mill and aluminum smelter.

But still with two hydros and a nuclear plant with the max upgrades I was buying power for the last 20-30 turns. It doesn't seem like it is possible to keep up with demand, just build enough to get you going and once you get up to like 500k people you may have to start buying power, but you'll still generate a huge income so it's not really a big deal.

I got my last city up to 10 million people thanks to the airport upgrade (and 2 Will Farrell movies )... Even 4 fully upgraded nuclear power plants couldn't keep up with the power demand. Crazy!

I don't know how the people that got 99s got it. I just stalled population close to a million, but not passing it. Once you get past one million, you're out of luck in terms of energy management. Another strategy that might work would be to get great marks on energy and stall at less than a million till the last 5 turns. Then, go all out. That might boost your population to A.

Interesting. The population score is given for the final count, that's good to know.

I got a city with 2.5M people but my energy management score was in the shitter (D+). I had tons of money so I just bought all the power I needed, I don't know why they penalized me for it (I ended with over $200k in the bank).
