Well first of all, you should be asking what you should do with the $12,000 you'll have left over after witholdings.

And if you have a job where you get a $20k bonus, you probably have a decent amount of money saved already, so this really shouldn't affect your spending. Unless you like to spend your money as soon as you earn it.

Take the signing bonus; pay off any debt.

Being young and in the military, there is no need for a house.
You will not get enough of a chance in the Navy to use a fancy vehicle; wait until you either get out or get shore duty.

Put the rest into a mutual fund; enough into an IRA to reduce your tax burden.
There is no need to spend it at this time. That is a mistake that many young enlisted people do; not plan for the future.

Getting married will be expensive and your salary will not make it easy. A bonus may help up front; but not later on.
Also, how will a new young wife handle deployments.
