My theory on how road patterns are decided upon - at a local, isolated bar, they tag a staggering drunk with a GPS locator. Wherever he happens to wander, that's where a road is paved. The cities around here have NO sense of urban planning - you'll find inexplicable no-right-turn signs, one way streets, median strips that don't have any way around them to get to stuff on the other side of the road, and general "Can't get there from here" syndrome. Roads are not organized in a grid system, either.
Who knows, maybe a simple, efficient grid pattern is too boring for Americans, so the roads need to be jazzed up a bit to keep it interesting. Maybe do so too to cause more accidents to help satisfy the public's bloodlust.
