The formula for calculating the Top Rated 250 Titles gives a true Bayesian estimate:

weighted rank (WR) = (v ÷ (v+m)) × R + (m ÷ (v+m)) × C where: R = average for the movie (mean) = (Rating) v = number of votes for the movie = (votes) m = minimum votes required to be listed in the Top 250 (currently 1300) C = the mean vote across the whole report (currently 6.8)
for the Top 250, only votes from regular voters are considered.

This is a list of the popular favorites with some classics thrown in. If you want a list of the "best" movies or the most grounbreaking, see AFI's list or the Criterion Collection. (and when you're looking at that Criterion Collection list, please tell me how the hell Chasing Amy got on it!)

I do think Requiem for a Dream is a great movie, although it's cult status has let to it becoming a bit "overrated." But it's only overrated in the sense that people think it's the greatest movie in the world when really it's just a great movie.
