Incredible Hard Drive Slow Down

I just built a computer out of some spare parts laying around and have run into a big problem. For some reason, the hard drive is incredibly slow. It took about 4 hours to install Windows 98 on this thing. Simply copying files takes about 10 minutes. I swaped the hard drive from my good computer and put it in there and there is the same slow down, so it is definately not the hard drive. I've also tried swapping out the ram, so that is not a problem either. I'm thinking that there may be a problem on the motherboard, that is my only thought. But I have checked the jumpers and updated the bios and it still is slow. If anyone has some ideas, please let me know.

voodoo 3 2000 16meg agp
asus pci nic card
ibm deskstar 5200 4gig hard drive

Problem fixed! upgraded the motherboard bios and it works great.
