At my school, Department of Electrical and Computer Engineering, there are about 60% of Indian professors and graduate students.
Professors bring new abroad graduate students that receive scholarships and research/teaching jobs, while US citizens pay this through state and federal the taxes. There is about 7:1 to 10:1 ratio of applicants to admitted ones in graduate school, which means that there's enough domestic students to fill the available positions.
The procedure of getting into graduate school favors Asian groups more, because there is literature available in India that provides answers to GRE (standard graduate entrance exam) against rules of GRE and illegal in the US: that is questions and answers should not be shared after exam is taken. Also, in year 2002, GRE exams for China and India were nullified due to irregularities.
Then this pseudo-MAFIA with deep roots in high-tech corporations provides jobs for newly finished graduates.
Do you think that this process is against good of American people?
Disclaimer: Do not call me a bigot, I don't have anything against Indian people.
