flood water don't help refill underground sources since they flow too quick. It will just flow out to the oceans. I guessing most of the water for the underground rivers come from runoff from the Himalayas.

The problem IMO is not about children ... Some parts of India are landlocked .. the rest of the country gets water from rivers and oceans ..
Ironically there is a large population in these landlocked parts too ... So the govt there relies on ground water. But that is being changed I guess .. Pipes connecting states might be the solution .. There are some parts in India which have very low population density and some surplus of water. pipes can be laid to get the water from there.
This is being used to get water to Hyderabad from the river Krishna.
Hyderabad is a almost landlocked area, is one of the metropolitan cities in India.

SO IMO this could have happened with any country ... like Kazakhstan ... Nepal ..
