Of course, that requires the justice dept (or whoever is investigating) to actually have information on the President prior to revealing enough of their hand to warrant the President pardoning them, but I guess that doesn't mean they can't still be compelled to testify against him, even if they're personally pardoned of any crimes (which might get revoked if the President is convicted).
Don't get me wrong, I don't want the Justice Dept to turn into a WH40k-esque Office of Inquisition, but I do see that pardon power as a 'leaky bucket' now that we have someone who might potentially exploit it.
Maybe it could be, I'm not certain it's got a true use, and I'd honestly prefer automatic pardons for say, offenders who's crimes have since been decriminalized (common source for pardons from what I remember?).
