I assume you talk about desktops. Skylake might eb a candidate. And the price would be around 225$ at the time for some remote successor to i5 4670.
Yes, desktop. A few SKU's around $225 would be great.
8 cores, no HT, no OC capabilities at all, all other features enabled, for a maximum price of 400 USD.
When this will become a reality? Skylake?
My prediction is "never", unfortunately. If and when we get 8 cores it will be a premium part with a price to match.
We will be lucky to see a mainstream hex core in the far future at current 4770k prices. I think the pricing of the quad intels if very reasonable, but basically if you want more than 4 cores they are going to stick it to you price wise.
What's the point of 8 cores other than piss match with AMD?
I'd say never because the OP mentioned "all features enabled". If you want all the features, you'll be buying a Xeon for a premium.

Wouldn't an 8 core with no HT be like admitting HT is no good? If an 8 core desktop part was ever released, it would be 16T capable.
An i5 variant would be 8C/8T.
Yes, but you will see the 8C/16T versions long before you see an i5 variant.
