Is so desperate that Intel wants the 2nd phone maker seller in the current moment to use their foundries?

They could promote Spreadtrum at cheap prices...

I forgot to add an important point, does Intel even have the capacity?

1. Huawei isn't small
2. Next Intel Baseband XMM7560 will be their first in house 14nm baseband. Even if you are shipping in half of the iPhone, that is roughly 100M unit. If the rumours where Apple completely ditch Qualcomm and use Intel ( XMM7560 is actually pretty decent ), that is 200M Unit per year. To give a sense of how big volume this is, Intel only ships 240M Desktop / Notebook CPU per year.

So this "Vying Aggressively" sounds like BS to me.

The modem chips should be significantly smaller than CPUs so volume is not directly comparable. Granted that doesn't make the Huawei deal any more likely.

It actually isn't that small, even if you account for 14nm die shrink it will be roughly half the size of a Quad Core Kaby Lake. And unlike CPU where you can disable parts for better yield.

It is still a massive increase in capacity requirement.

This would likely be on their 10nm node - which most of their products would not be on until years to come. (Excluding CPUs) it depends on 10nm capacity I suppose.
