So i have the i5 4690k and Asrock fatality z97x killer.

Problem is when I put my CPU ratio to 42 (4.2ghz) and disable speedstepping and turbo boost my CPU will not OC period, also if I do OC with turbo if I set my cpu to all instead of per cpu ratio it won't log it, but if I set each core ratio it will log it. If I disable Turbo I can get 3.9ghz OC but that's it. I'm very confused because people claim 4.5ghz without turbo on this cpu/motherboard so I'm just wondering why hwen I disable turbo it won't oc. Basically I want to disable C stepping, speedstep, turbo, downclock my memory etc. so achieve a most stable oc, but I can't disable any of that and I can't do ALL CORE ratio set, I've updated bios I've turned power saving off and I've tried saving/resetting settings and nothing works. So I'm basically stuck putting Turbo on, setting each core to 42 instead of all core 42 and that's the only way to achieve my 4.2ghz oc.

Also my temps on AIDA64 are 75c and during games like CS GO I get 60c are these temps fine? also any tips on getting a higher oc, should I disable c stepping and speedstep/turbo (if I can) and also would lowering my ram freq help? I'd love to get 4.5ghz @ 1.2v and 80c but I can't seem to get my OC stable @ 4.5/1.2v I can however get it stable 4.2ghz @ 1.16v

First, turn eist and c1e back on, they dont affect oc but without them you are wasting power for nothing. Turn on c-states as well, only disable those if you really can't get your cpu stable.

Second, overclocking is done by adjusting turbo ratios, so yes you have to enable turbo boost. Your problem is too low vcore, not many will do 4.5 at 1.2V. For Asrock boards set vcore offset to +0.05 and then add more voltage with the additional turbo voltage option.

I thought you could OC without turbo though? im confused... and why is ALL cpu not working and only hitting 3.9?

Don't know what you mean exactly, I have an Asus board so the bios settings have different names...but there's an option that sets all turbo ratios to the same value so you don't have to type in the same number 4 times. And there's another option that sets the stock all core turbo freq. to the same freq. as the single core turbo. You don't need that when you manually oc.

What im trying to say is I cannot OC without turbo on and I cannot go past 3.9ghz without setting each core individually, it makes no sense.

enable speedstepping and turbo boost try voltage 1.150 adaptive to use power saving or manual power saving shouldn't hurt your oc. cache doesn't make much difference you can try voltage 1.150 3900 I got mine 4500 1.190 stable ? watch temps you can dl'ed truetemp and intel burn test and cpuz try keep temps 80 cel or below 70's are good let me know if that worked I was having the same problem with asrock extreme6 new bios helped my oc check for new bios?

My 4690k need 1.25v to be stable at 4.5ghz, but now running at 4.6 @ 1.285v. So you may need to add additional cpu vcore voltage on top to keep it stable. I even delided my chip to keep the temperatures lower than stock. I just think the new updated intel TIM isn't enough to keep these chips cool when you push the voltage beyond 1.2v.
