In fairness to Intel, it's a bit unfair for them to have to compare the TDP of their processors with competition from Qualcomm and Samsung where TDP isn't used and wouldn't be apples to apples.
So they define a new term that positions them better compared to those products. Is it biased? Of course - but that won't confuse OEMs today who will make their own conclusions. Does it matter to end consumers? Not in the slightest.
It does behoove Intel to come up with a credible and documented methodology so their products can be compared apples to apples with their upcoming compeition.
But scam, fraud? Please - it's about as much "fraud" as AMD marketing a 5Ghz CPU (which is not at all IMO).
