They can write whatever they want doesnt mean they are allowed to knowingly sell defective parts.

Yeah, but if they don't test them how will they know it's a defective product?

Open-box items are simply what people bought and returned.
I doubt Newegg does any testing on them at all so they can't "knowingly" sell defective parts.

There are people who find out the product is not compatible(there are people who mistakenly buy Socket 1156 cpu with a 1366 motherboard and don't discover that until they've opened the box).
There are people who claim the product is defective(for all we know that could be a lie as well to get a better product like ordering and getting a Foxconn eVGA board/or an i7 920 C0, then RMAing in hope of getting a LOTES board/or an i7 920 D0).

that's hit or miss. I've rma'd 3 boards 2 ROG and 1 p6t , never gotten anything in the box except 1 dead p6t, and 2 rog back - no certs, papers nothing.

That's why i bought EVGA CLASSIFIED instead ASUS ROG.
