Its clear OEMs doesnt like the shift changes. So I wouldnt be surprised if it was those trying to slow down.
I think they would much rather prefer Cannonlake 10 nm being released on time instead, and no slowdown. But if Intel introducing KabyLake as a Refresh, then it's quite natural the OEMs want a sufficiently large sales window for it.
But that doesn't mean Intel could deliver Cannonlake earlier if they wanted to. I think Intel estimates that they'll have Cannonlake ready in 2017H2, and thus launches KabyLake at some point before that to give KabyLake a sufficient sales window. I.e. it's more likely they can push out KabyLake when they want to, but not Cannonlake 10 nm because that's what's actually being delayed.
