Is it normal to release a low-power rehash now that the new generation is out? (Nehalem/i7) Seems a bit silly that any company would spend a million dollars and not get the new product.

Yes. It is even better move these days with the focus on "performance per watt". Why not release a older model with the same processing power while only using 2/3 the power. It gives the consumer a great choice to either get a lower-power option for existing hardware, or get the lastest and greatest using a little more power (probably).
Yeeeeeha ! that'll facilitate more true desktop replacement laptops like
this HP. for $1850, it's a long way from the $3600 laptop with the Q6600
that Newegg was selling a year ago.
