Intel Xeon E5-2683 V3 on idle 60°C it is normal?

Previously I'm using AMD Phenom II X4 955 with Enermax ETS-T40, on idle temperature is 39°C now on same condition using E5-2683 V3 (ES) + ETS-T4 the temperature average is 60°C it is normal?

my 5820k idles at ~35-40c and my 5820k supposedly has a 20w higher TDP than you chip at 140w.

I also have it OC'd to 4.5GHz.

That seems really high for idle. I am running a Xeon E5-2696 (22 core, 55MB L2) and I'm reading 28C idle - room temp is about 22C. I'm running a Cooler Master Hyper T4. I rarely get to 60C when I run benchmarks... about as high as I've seen is 60-62C running 3DMark and part of that is probably heat from the video card. If you are idling at 60C, then something must be wrong.

Edit: Just ran a Geekbench 3 and the highest it got was 58C.

Hmm, your cooler seems pretty nice, maybe you have bad contact? everything feels snug? Also make sure to use very thin layer of paste, I replaced my paste recently and temps dropped 10-15c on load, so it could matter.

If you are idling at 60C, then something must be wrong.

since it is ES version, I agree there must be something wrong maybe I should buy "final" version.

replaced paste 2 times, add 1 more fan but still no big different on idle, so I'm sure the processor is bad and need to be replaced

Another interesting found with my 5 years old heatsink is maybe its not correctly contacted, it only contacted with 2 pipe to e5-2683

I agree. But that said, it's an ES and there is always some issue with ES parts sort of by definition - they are engineering samples because they aren't ready for production. It is not totally completely implausible that there's an issue with the CPU that causes excessive heat.

But I agree that the more likely explanation is something like too much thermal paste, or that the contact isn't totally planar.

If the heatsink is so badly finished that only half of the heatpipes make any contact, no wonder your temps are high.

My 18-core Haswell-EP runs at <= 50°C during a AVX2 workload (X265). That's with Cryorig R1 Ultimate & two 140mm fans running at 800rpm.

I don't know if you still got the cpu, but mine runs 40C idle in coretemp with an aio watercooler with stock cooling paste.
Tomorrow I'm changing my cooling paste to see if it makes a difference.
