Internet policy acceptance/Proxy Server

Hey guys,

I need to find a way to present all users of a public network with a Usage Policy. If they accept the policy they are forwared to a our homepage if not they are not allowed to access web. I have thought about using a proxy server and having my linksys router direct all traffic to the proxy server and have the server present Usage policy and keep record if it is accepted or not. If policy is accepted then redirect user to homepage and allow web access if not the server will prevent access to web.

I know there are hardware solutions to the problem but I need a quick and cheap solution. If you know of a proxy server that can do this please reply. Other solutions are also welcome.

wow, I must be posting in the wrong forum, not one reply. Come on now, its not a difficult question if you do this stuff daily. I just want some names of proxy servers that can do what I mentioned in the OP.
