I assume you know this, but * is a wildcard, so that's where the all comes from. (copy c: *.jpg d: )will copy every file with the .jpg extension on your C drive to the D drive.

sic doesn't "stand for" anything, it's a Latin word that means more or less "thus". Plenty of other people have said what it means when you see it in a quote.
