Internet won't fully connect

My cousin's computer is signing onto the internet with dial up, but when he tries to access websites, he gets a "Not found" error in FireFox, K-Meleon, etc, so it's not the browser. He's reset all his browser settings to default, checked all the internet options, everything was normal. He uses Juno, which dials out and can transfer his email, but when he dials out with his regular ISP (Joi) it does what I said above. He's tried using Juno's internet and NetZero's internet, they both don't work, either. He's also tried different modems, still no go. He's cleared his spyware and viruses. But he hasn't updated those for about a month.

Windows 2000
K7SEM motherboard
Diamond Supermax LE v.92 modem. PCI (The replacement)

He's also tried plugging it into different phone jacks using different phone cables. Still nothing.

most likely under Internet Options is set for never dial..also check under Modem> Advanced>Query (something to that effect..) to make sure modem is detected and working properly..gl

I'll have to say run the following programs, AFTER UPDATING them, since you said his haven't been updated.

Those 4 scanners should catch EVERYTHING if you use them all.

Also do the standard Spybot/Adaware, as well as running CWShredder

AFTER you do the usual thorough virus/spyware/etc. check and fix any problems, if you still can't access the internet with your browser even though you have a connection. Do a google search for "LSP-Fix", it's a freeware app that will repair a broken winsock chain. I had the same problem on a pc a week or so ago and this saved me after I had tried everything else, including resetting the ip stack.
