That's probably your issue.
Your case might be in the way. I swiped very slowly and it showed up. Your finger has to start off the screen first.
The lock screen playback controls are still there, just have to swipe up from the bottom without unlocking to access Control Center.
I found the faster I swiped the easier it was to open. It is very particular. I can't do it with either thumb, it has to be an index, and the motion has to be really fast. I'm glad I'm not the only one having a problem with this. I thought maybe my Otterbox was interfering in some way, as it creates some height between the home button and the screen.
It's gotten much better since I start at the home button. I also use my thumb with it.

I don't like the folder background color
I don't like folders have nine showable icons and you have to swipe for more
I don't like the dock background color
I don't like safari tabs for browsing
The color of the folders and dock are extremely annoying as I don't have the best eyesight. I have been looking to change them but can't find how. I do not want to change my background picture at all. If the colors for the folders and dock are not able to be changed then I will be looking to go back to iOS 5. Is there any quick ways to change back? I am at work right now so this will be in the morning.

I found a pretty cool case to replace my Otterbox Defender. They even point out that its iOS7 (Control Center) compatible, and they use my case as the example of one that doesnt work!

I uninstalled iTunes 11.1 and reinstalled iTunes 10.7, then hooked my phone up to it and downgraded it to iOS 6.
iOS 7 is not for me. I messed around with it a bunch last night at work and it does not work for me. The way the icons move when going back to the homescreen, when opening folders and apps gave me a headache. Safari's tabs are extremely annoying to me as well. I do not like that set up.
This is the first time that any update they have done just did not sit well with me. If they don't apply some patches to this iOS to be able to change and get rid of some of these features then I will have to buy a different phone when I upgrade next.
