My laptop and desktop PC have unplugged ethernet wire, disabled network adapter, disabled bluetooth.

Once i TURN OFF PC or laptop - iUser gets mad. I have strong concern that iUser using my laptop ( CPU/Motherboard/ RAM/Device identity or something else ).
Because every time i ( turn off/sleep ) my computer - iUsers gets mad: ( stops laying on the bed / starts bashing socket / locks in toilet for up to 2 hours ).

Extra info:
iUser have iphone, tablet, laptop without admin access. Also have internet access with router + access to socket - that socket have wires that comes from ISP anthenna, who provides internet and TV.

I working with eclipse and xampp ( mysql (localhost) +apache ), and I need nothing more.

No offense, but can you try to explain this in English. please?

Is "iUser", an Apple product or software, or a human being on your local wifi network that you suspect is using the resources of your PC somehow?

This doesn't sound like a technical problem, it sounds like a "meatspace" roommate problem. (Solution: COMMUNICATE!)

iUser is a human, with devices i wrote above.
This human is anime fanatic - thats impossible, sorry.
And yes, it is a technical problem.

If iUser get upset when you turn Off your computer it means that iUser hardware might gets the Internet some how through your computer.

If you need a solution you to provide in accurate Diagram of how you get the Internet from the provider output to the all the devices that use the Internet.

If the issue is not Internet but User sharing your computer software/files, then set your Network sharing to work only with passwords.

Or install a second Router, let the user work with the first Router and put your system behind the second Router.

Here how - http://www.ezlan.net/shield.html

It's not impossible to communicate. Is this person another roommate? Do you share rent? Or are they another independent tenant, in some sort of rooming-house? If they are an independent tenant, and they are using your PC somehow, report them to the police and get them arrested for "computer theft and misuse". If they're a roommate, talk to them.

If they're really an "Anime freak", maybe they are using your PC to torrent anime, maybe their PC is too weak? Just a though.

Edit: For a technical solution, can you consider backing up your system to an image file, re-formatting (complete low-level WIPE), installing a "secure" OS, and then installing a virtual-machine software, and then restoring your image to the virtual machine? The idea is to firewall off this "iUser" (as you describe them), and prevent them from accessing your PC, permanently. Maybe then they'll get so upset that they will move out.

Edit: That image backup of your existing system could be used as evidence in a "computer theft and misuse" case, too, if they've installed some sort of backdoor, proxy, or torrent client.

I DONT USE internet, I could - but I dont ( because my desktop PC have unplugged ethernet wire ( did myself ) ).
Also network adapter disabled, added inbound and outbound rules ( that ones near firewall options ).

My laptop is in airplane mode and network adapter disabled, so it also dont use internet.

Router unplugged.

But in both cases: if I turn off laptop or PC, iUser ( house mate ) gets upset.
So I suspect that iUser "using" my PC for other reason.

My PC and laptop is internetless. I concern that iUser can "borrow" RAM's/MotherBoard/CPU/Computer identity
somehow in signal way,
someHOW from internetless laptop - who even isnt plugged to socket.

ADDING DIAGRAM AS ASKED.

Then your problem is not technical, and your "iUser" is likely NOT using your PC, if it's not even networked. Very weird.

I suspect issues, between you and your "roommate", that need to be resolved.

Like what Jack said, if OP unplugged ethernet wire, disabled network adapter, disabled bluetooth. turned off his computer / laptop, and then his roommate iUser got upset,

then probably somehow OP shared his WiFi (maybe OP's roommate accessed his laptop/computer and enabled the feature) , through Microsoft Virtual Mini WiFi.

Find out if that's the case and turn it off.

Thanks for post.
I have search and found cmd.exe commands to disable microsoft virtual wifi:

netsh wlan stop hostednetwork
netsh wlan set hostednetwork mode=disallow
.

But if i perform msconfig-> Diagnostic startup (loads basic devices and services only), wont I get ( the same result ?) the virtual mini wifi disabled ( Yes I know, other services will get stopped, I dont borther.) ?

Other question: isnt virtual mini wifi disabled by default?

Doesnt seem so.

The housemate have router nearby him and have full internet connection.

The housemate always waiting when I return to my room - ( waits until I ) when I turn on PC or laptop. ( I even hear that housemate starts plugging-in/scrabbing something - once I return to ym room ).

Im afraid that housemate using my PC hardware for something ( i.e. play mmorpg or use strong software to play it on iphone ), via electric lines, or creates "radius burble" - as have access to socket that comes from ISP anthenna.

Anime fanatic dont access my PC in physical way, only remote possibly.

For a few days I wasnt turned on PC. Housemate seems to be nervous and more likely to leave that room more often.

Maybe, you're registered with your ISP somehow via MAC address, and when you weren't home, this "anime freak" cloned the MAC address off of your PC's NIC, and he has a switch, and two PCs or devices plugged in, one with your MAC, and one with his MAC, so he gets double the bandwidth for downloading his anime torrents or whatever. That could be a possibility.

But in that case, he would get pissed, if you turned your PC ON, and started using it. But you said he/she/it gets pissed, when you turn your PC OFF.

I dont think he needs extra internet. He needs something like computer hardware.
I.E. I tried with laptop. Laptop have: wifi bluetooth disabled + charger unplugged too. And iphone user still gets somehow benefit from it, according too his behaviour. I suspect that in my room can be created somehow rogue points or radio plot.

Hahaha. I have to say it's about your presence that make him nervous, so he began to bang on something. It has nothing to do your computer/laptop.

You watched too many X-Man series movies? Don't think your roommate is Charles Xavier. Your story is becoming a bit stretchy.

Unless you are disabling the Router I have no clue why your PC or Laptop would be necessary for him. What device does he use to surf the web?

Ok, so either your roommate is some sort of "master hacker", and can get into your machine even though you've physically disconnected the ethernet cable, disabled the wifi, and set the firewall.

Or,

You both need to seek some mental health counseling. Might be going a little roomie' stir-crazy in there. Maybe you both need to get out more. Are you friends?

OK then I can't imagine how your PC or Laptop effects him at all.
Me too. So he may have attached hardware-malware to my machine. The problem: i dont know what it is called and how it looks like. Gets acess to pc hatdware once it is turned on, as that hardware-malware gets electic supply this way. I think.

Not friends at all. First i thought that housemate can acess pc via isp anthenna somehow or via udp or other protocols. Nobody approved. Better buy new pc and lock well.

You cannot imagine how he could access your PC, yet you can envision "hw-malware"?

Have you done the elementary tests:
*) Pretend that you power off your PC and move on to do other things (as you usually do after turning off your PC), but secretly let your PC run.
*) Pretend that you work on your PC, without it having any power.

Yes i did before. This summer doing almost everyday. I said ' cant image 'cause idk about iphones much.
Test results, once i pretended that i shut down pc - but keep runing. That person hsve not left room since 24:00 to 17:00. As long i keep pc turned on - he usualy refuses go to toilet. If i pretend thst i turn on pc, he starts caughting or changes some kind wire position or starts scrapling socket/ sort a switcher.
