Some countries label N Korea and Iran as terrorist states. One or the other can help a small terrorist cell to detonate a dirty nuke and blame the small cell to try to deny responsibility. OTOH, anytime a missile intercepts a drone, it is the drone that has secured a victory. In economics. It is an attrition any country firing the missile interceptor cannot sustain.
And bullet based solutions only work if you are very close to the ship you are protecting. This is not a fight we can win in the long run, if we merely stay on the defense.
