Why do you need to do this? We can be more helpful if you tell us what you're really trying to accomplish.
BTW, you can also just telnet to an irc server on port 6667 (and the other ports it runs on) and manually use the IRC protocol commands. It's not too hard.. just type "USER <username 4 times>"<enter>, then "NICK <nickname>"<enter>, and then JOIN #channel, PRIVMSG #channel :blah blah blah.
I've had to do this many times for various reasons, and it can be very useful. Same thing for POP and SMTP servers for sending/checking mail. You won't always have clients available for these things..
