Changing IRQ's after the fact can be frustrating.
PNP OS should be toggled on and the 'reset configuration data' turned on at the right time with the last reboot, it will default to disabled with the reboot anyway.
Remove your devices via the dievice manager and shut down, then remove all of the cards. I am assuming since the TV in card took IRQ 11 it is placed high, probably in the PCI slot right under the AGP??? That spot is better used for a second vid card, firewire input, video editing card (ie, Pinnacle, and the others), stuff like that.
Install the TV in card in a lower PCI slot and boot, it should default to another IRQ, hopefully, then add the other cards one at a time, double checking the IRQ assignments each time. I have run into this problem before and you can solve it with the correct installation of the cards, ie, proper order.
There is one other way to force the issue and I have gotten it to work. Some sounds card will take a move to a different IRQ you dictate, in your case, move it to IRQ 11, forcing the issue (it will tell you it is conflicting, but continue on anyway), reboot and hit del to get into bios FIRST, make sure PNP is on and the 'reset configuration data' is toggled on for the reboot. YOu can set the PNP to off again later.
This way, when winblows starts, it will force the sound card onto 11 and kick something else off, like the modem, your USB will probably stay, and your TV in will work.
AS a matter of fact, now that I have thought about it, the reason your TV in card doesn't work is because of the modem and the modem wave device anyway. I had this problem and I solved it with some creative card shuffling, took awhile.
