first, if you're having problems with your service, call the service provider and have them fix it. second, are you using an online speed test? those things are worthless.
Check out dslreports.com for outages / problems in your area though.
When I had Bell DSL I had constant problems, it comes down to the DSLAM having bad card(s) and since it's shared no carrier wants to take responsibility to repair it.
What bell did was change how far my area reports for distance by not counting the mini-RAM down the street.
