I know the money can be used to buy the materials but it takes time for them to be manufactured and shipped. I mean countries do not have excess stockpiles other than what is needed for themselves or enough to compensate for a large disaster like this.

From what I understand China's contribution isn't in money, it's in supplies. However, guess who gets to chose how much they value the supplies at?
Personally, I'd be wary of any of the supplies that China is willing to give away for free.

Unfortunately, it's probably all the shit that the US and other countries have banned.
