Those examples you list have the potential to harm others, the sale of food items are regulated for many valid reasons. If you don't believe me, go read Upton Sinclair's "The Jungle Book", which helped spur food regulation at the federal level here in the US.

But 25+ years we have had an HIV epidemic and the government has done nothing.
If this was the flu or something spread by raw milk, the government would take some kind of action. But since HIV is a sexually transmitted disease, the government is hands off.
