The production, sale and distribution of drugs is far more the target than individual ownership. I think the main reason possession is a crime is because it attempts to tackle the greater issue of drugs and makes it easier to arrest the main offenders, like the dealers. Rather than the government having some issue with you, your wife and rudeguy taking acid.
