Is my 4850 broken?

I just received the parts for my new rig and something isn't quite working. I'm guessing it's my video card.

The card seems to turn on and the fan spins but nothing is output to the screen(dell 2408). The monitor recognizes that there's something plugged in to the DVI port but doesn't detect a signal(same thing happens when I try to plug in a laptop with a dead VGA port into the monitor).

I don't have an extra PCI-E card to test so I'm just wondering if it could be the mobo or if it's definitely the video card. Want to sure before RMA-ing it.

is it posting at all?
Is it seated all the way down?
Instead of the PCI-E connector, try maybe the 6pin / spliter to 4 pin connectors to see if that helps?

New Monitor too maybe?
Onboard video we can try?

Turns out i forgot to connect the 8-pin EATX power cable. Lack of sleep doesn't agree with me
