is my vid card dead

on startup, the splash screen shows, but when loading into the windows desktop, the monitor says "no signal input"...so I don't really know if windows loaded or not. So I reformatted, installed drivers, and once I installed the video driver, it does it again. wtf?

would that be a setting in the monitor? I just got the Westinghouse 22" on BF and all has been working fine until now.....

Were you previously using a CRT instead of an LCD? If you were mruffin75 looks like he's identified your problem. You're old refresh rate is probably 75 hz. or higher nd the setting you need to change is within Windows. To change it, you'll need to connect your old monitor back up and follow these instruction to change to 60 hz. ......
