Well clearly doing it this way and having people sitting there to move the buckets is ultimately cheaper than to design a new machine that would move at a higher rate. Otherwise, if they could save money cutting out those people, they definitely will try to do so.
Cheaper labor will be found elsewhere.

The reason China is great for manufacturing is becuase they have highly skilled workers, highly educated workers, and infrastructure.
Probably the next viable area is India. The workforce is there, but the infrastructure SUCKS. I mean there's rarely addresses on anything and the poverty is ridiculous.
Vietnam is another possibility. But again, the infrustructure is a mess.

Engineers, teachers, accountants, etc... in Indonesia outside of Jakarta earn $9 or less a day. 10+ years experience boost their wage to $17 a day or less.Wasn't so much about that as it was the "highly skilled workers" comment!
