Question Is the high power-draw for its Arc A-series GPUs in multi-monitor setups really fixed?

I just built a new PC (i7 13700 & Z790 Gigabyte Elite & 32 GB RAM) with an Arc A750. It is a 2 monitor setup - 2 BenQ monitors It is running driver version 31.0.101.4255

According to this TechPowerUp article the issue was fixed with an earlier driver 31.0.101.416.
Yet according to ArcControl it is drawing between 39-44 watts. It never dips below 38W.

I am not tech savvy, so am I reading the wrong reading? Or does GPU Core power measure something else?

It's not fixed out of the box, you have to use ASPM L1 and then it depends on the monitor refresh rate if the card can go into the lowest power state. Set PEG to ASPM L1 and PCI Express power saving to maximum in windows.

I think that was Intel's fix last October when the issue was first discovered.
Since then there is an article stating there was a driver based solution. See THIS.
Howver, I have a driver issued after the aforementioned driver and it seems like it still is an issue for me.
Or maybe I don't know how to properly measure the power draw at idle.
Does ArcControl's GPU Core power measure the power draw? And at idle if all windows are closed?

You can look under the sensor tab in GPU-Z or use HWiNfo and see if the usage matches up with what the Intel app is reporting.

from the comments it looks like it isn't fixed for most multi monitor users.

Ah yes, the super common 1080p ultrawide + 1600x900 10 year old D-sub only combination. At least they're covered that one off.

It won't work out oft the box, you need ASPM L1. There is no driver based solution independent from ASPM L1.
