I suspect that Confused meant the Startup
folder. And, as Confused said, just edit the "Target" field in the shortcut's Properties dialog so that the switches are invoked when the command is run at start time.
Or, since you're running a DOS-based Windows version anyway, you could just add that line to the AUTOEXEC.BAT file in the root directory, assuming that an AUTOEXEC.BAT file exists there.
