My Dad manages the Verizon family plan, so I don't think there's any way for her to get the phone under subsidy without him knowing... right?

This is what Christmas IOUs are for. Just print a picture of a new iPhone and put it in a a box that looks nothing like a phone.

I'm thinking I'll take my momt to the Apple store and I'll call him and tell him that I'm upgrading my phone so we can get account approval, then just upgrade her line (it's 2 year eligible) but don't activate yet. Then on Christmas Day she can give it to him and he can activate on his line.

When you upgrade lines, iPhones come with new SIM cards in my experience....they'll activate that SIM on you unless you're careful (or they might be forced to activate it, not sure.)

Tell the Apple rep what you want - I know this isn't something new or unique to you. They've dealt with it before.

If you want to walk into an Apple store and buy a phone, you can put it under the tree.

If you're trying to buy it through the carrier in order to finance it, you'll need the account owners seal of approval for line changes, credit check, etc. If you want to lie to your dad about a major purchase (phones are like $600-$800 - to me, that's major) in order to get him a gift, go ahead, but that wouldn't sit right with me. In which case a simple IOU for the phone may be in order.

Apple has an upgrade program these days - you can finance it through them at full cost like you would through the carrier, but after 1 year you can turn it in to Apple and get the new iPhone - rinse and repeat.
